  • Director, Logikal Projects

    As Regional Director of Western Australia and leader of the Advisory and Project Management Systems team, Lachlan was responsible for the setup, development and management of advisory commissions, the management of Project Management Systems implementation, and delivery of Project Controls commissions. Lachlan supported clients to improve Project Management capability; manage implementations of Business Change/ Transformation projects; and managed large Project Controls teams.


    LogiKal is a management consultancy and advisory firm that specialises in providing Portfolio, Programme and Project Management and Project Controls services. In this role he specifically managed the delivery of Project Management Analytics systems, Project Controls, Project Cost Control and Planning and Scheduling to various clients.

    Lachlan worked with clients to undertake Project Management and Project Controls maturity reviews. Lachlan developed and managed improvement initiatives for projects, provided Project Management, Management Training and Mentoring, developed Project Management Policies and Procedures, and managed a large project Controls Team.

  • Director, Rio Tinto Sustaining Capital Group – Project Controls Improvement Initiative

    Lachlan developed and managed a Project Controls improvement initiative within a Project Controls team of twenty staff. Lachlan developed an improvement roadmap that included the development of Project Management and Controls Processes and Procedures; the implementation of Project Cost-Control software and the implementation of a Project Analytics platform to support portfolio, program and project reporting.


    The Sustaining Capital group delivers capital projects across Rio Tinto’s Iron Ore mining infrastructure. In this role, Lachlan developed an improvement roadmap for the Project Controls function to support the delivery of projects in a $1.2bn portfolio. The focus was on the introduction of new Project Controls tools to manage project costs and support the project performance reporting across the portfolio.

    The project included implementing Ares Prism, a new cost control tool, developing Project Management and Controls business processes and implementing a Project Management Analytics solution to manage project, program and portfolio reporting.

  • Project Controls Manager, Forrestfield Airport Link

    As the Project Controls Manager, Lachlan was seconded to the Western Australian Public Transport Authority, where he managed a team of six Project Controls specialists for the multi-billion-dollar Forrestfield-Airport Link Project. He managed Project Controls, which included cost, schedule, progress measurement, risk, information management, project reporting and change management.


    The $1.86 billion Forrestfield-Airport Link is the new rail link connecting Forrestfield to Perth city and is jointly funded by the Australian and Western Australian governments. Lachlan managed Project Controls for the 8.5-kilometre line which, when completed, will diverge from Transperth’s existing Midland line near Bayswater station to run in twin-bore tunnels. Initially the line parallels the Tonkin Highway, then it will run under the Swan River to reach Perth Airport, continuing in tunnels under the airport, before emerging to terminate at a new bus-rail interchange at Forrestfield.

  • Associate, Advisian – Perth Airport Terminal 1 Domestic

    As an associate for Advisian, Lachlan was responsible for the preparation and defence of time and cost-based commercial claims and supported project leadership team understand project timelines to support the opening of the $200m Perth Airport Terminal 1 Domestic, which is now home to Virgin Airlines.


    This project included delivery of the Terminal, which caters for wide-bodied domestic A330 aircrafts and includes 14 domestic check-in counters, a domestic passenger security screening zone, a new premium guest lounge, 12 new aerobridge gates (Code C, MARS, Code C/E and Code F), two large baggage reclaims belts, an airside link bridge to Terminal 2 for connecting regional flights, dual travelators and a passenger food area.

  • Project Manager and Project Controls Lead, BHP – The Asset Level Projects group

    Lachlan managed the upgrade of enterprise Project Controls tools, the development of associated Project Management/ Project Controls business processes, and the development and delivery of mentoring and training project staff. He also enhanced existing portfolio reporting capability for time, cost and resource management, as well as contract management.


    The Asset Level Projects group is responsible for the delivery of capital projects across BHP’s Iron Ore infrastructure and assets that range from $7.5m to $250m in value. This division employs 150 staff and delivers multi-disciplinary engineering and construction projects. Lachlan’s role as Project Manager and Project Controls Lead involved the upgrade of enterprise Project Controls tools, the development of associated Project Management/ Project Controls business processes, and the development and delivery of mentoring and training project staff. This enabled the delivery of new assets, to the decommissioning of end-of-life assets, to large and non-routine maintenance of plant and equipment throughout the entire mining lifecycle: exploration, shipping and mining infrastructure.

  • Planning Manager, Rail Corp – European Train Control System Implementation Programme

    In this role Lachlan managed Planning and Project Controls, within a programme that had both schedule and budget constraints. He worked with suppliers and alliance partners to manage programme time and cost. He also reviewed existing project delivery processes and tools to improve project management capability.


    Rail Corp’s safety-related system engineering programme of works was designed to implement automatic train protection across the Sydney metropolitan rail network.

    His role included the management of planning and project controls within a program that was valued at $1bn, with a 10-year programme duration. This highly complex programme involved changes to the engineering design methods and processes, changes to rolling stock, and the installation and augmentation of trackside signalling equipment.

    Lachlan also worked with the senior leadership team to develop key short, medium- and long-term initiatives to improve project management and Controls.

  • Plan and Dependency Manager, NBN Co

    Lachlan was responsible for the planning of programmes and projects within a $42bn dollar portfolio of work. He offered expert guidance to Project Directors for management of programme and project schedules, the setup of Project Management Systems and the development of project management office policies, procedures and governance standards, and managed a team of eight direct reports.


    NBN Co is a wholesale provider of broadband internet access, providing broadband access through retail service providers (RSPs) for both residential and business customers. The project was to develop, construct and manage a whole telecommunications network to provide broadband access to the Australian public through a mixture of technologies such as fibre-optic cable, Wireless and satellite internet services.

    Lachlan’s role included assisting the set-up of the enterprise portfolio office and the development of associated business systems and processes to enable effective project delivery.

  • Upper Blue Mountains Sewerage Scheme – Cascades Horizontal Directional Drilling Project – AJ Lucas

    As the on-site Project Engineer, Lachlan was 2IC to the Project Manager for the drilling operation. In this role, Lachlan managed the procurement of all materials, equipment and sub-contractors, and was responsible for production, resource planning and scheduling; Cost Controls; obtaining permits and project reporting.


    The project set a world record for the longest ever hard rock hole drilled. It involved drilling two 2400m HDD holes, lined with HDPE pipes, for sewerage transportation from Medlow Bath and Katoomba for treatment 39km away at the Winmalee Sewage Treatment Plant. The bore holes travelled deep beneath a hanging swamp and 60m below the Upper Cascades Dam and intersected a 3m sewerage tunnel, 60m below the ground, for two different sides of the tunnel.
